IE/ Netscape not connecting

Using AOL ISP and software, I can connect. But not get onto the WWW with IE nor Netscape. Solved the problem before by completely removing Windows (not just user.dat & system.dat). Why does this happen? Is there an easier way to correct the fault?

It has appeared in Win95, 98 & ME. After something innocent like updating DirectX, etc.
