IE, RUN, and REGISTRY LOCKING

I have three questions.
1. Is it possible to lock the registry in win 98 with a password so that others dont alter the settings.

2.My ie 6 has “21 days to be kept in history” settings and autocomplete for forms and urls are enabled. Still I justdont find any entries in the adress bar of IE, even that of today’s.

3.When I go to start>run I find everything empty and have to retype once again.
