IE Temp Internet folder keeps growing

Running Win98SE, IE v6, Temp Internet folder, sub folder ContentIE5 has mini folders under it. Sometimes after installing new software a new folder appears there. Each day I delete everything but desktop.ini or any applications there.
Question is can I just delete the sub folders?
What are they there for? Folder titles: 29wnmh65, 43db2ijx, 4hi7c167 are some of the names. I have 12 folders. Some exe files are: msjavx86(1).exe size 877kb. Seems like the folders are making a copy of the original exe folders I install, not all of them, just some. There are Photo Suite Image listed and HTML doc, list goes on.
Can anyone help me?
