IE5 – Download Only install option issue

I am attempting to install Internet Explorer 5.5 from a CD onto a Windows 95 machine and cannot get past the ‘Download Only’ option. Microsoft acknowledges the bug (Q195853), but offered no solution. Is there a workaround without having to establish a dial up connection?
