IE5.5 browser broken?

Got WindowsMe w/ IE5.5. Everytime I try to download stuff from the web the following wierd thing happens:
1)Select ‘Save File as’ instead of ‘Open..’
2)The window that let’s you select the file directory to save it doesn’t appear but immediately commences the download box w/c shows documents flying between folders.
3)Strange part is that box doesn’t show the ‘%complete’ progress status.
4)Make matters worse is that the process aborts without warning and box disappears.

Is this strange orwhat? Do I have to set something in the borwser settings or just reinstall the borwser?
