IExplorer welcome screen

How do I get rid of the error screen “Cannot find file server” when starting NT 4.0? Just before this screen it tries to find – ie4tour.dll/welcome.htm
If logged in as Administrator, no problems. Other users gets this error screen. I tried to reinstall IE but no avail.
