IIS 4.0

I inherited an intranet server. WinNT 4.0 running IIS 4.0, the server all of a suddengives an http error stating that you are not authorized to view this page and that i might have permission to view the directory with the credentials i supplied. MyFTP site is running and is accessible, but the http is not. And the default web site is not stopped.
