IIS fails to display screen, Windows XP

My Windows XP system fails to display the IIS screen when I click on Administrative Tools/Internet Information Services. The hard drive trundles for a bit but nothing happens. The Task Manager shows Microsoft Management Console, mmc.exe, has startedup but it did not finish. I know this because when I shut down, I get a dialog box that mmc.exe is not responding.
