Importing Messages Into Outlook Express

I have a PC with Windows 2000 as its OS. I’ve recently hand to reinstall the operating system due to other issues but before the reinstalled occurred I moved the users messages (.dbx) to a server. I then performed the reinstall of Windows 2000 and then tried to import the users messages from the server. I was able to import the folder names but there are no messages. On the server If I check the size of each dbx file there is info there but after the import has completed on the PC side the filewill register 0 bytes of information. I’ve been through our latest Technet CD and tried a number of suggestions, but with no success.

Has anyone had this problem before and if so what was the fix if any?
