Info. on language/TooL/Application

I am looking for language/TooL/Application for windows which will offer followings;

1. Language/TooL/Application should support Graphics, file operation, able to pass values/parameters betwwen screens, accecpt and display user inputs, database connectivity, hyperlink(internet) properties etc.
2. Ability to create executable for an applications.
2. The end product developed using this should run dirctly from media(CD) and requires absolutely NO installation on PC. I mean by clicking on EXE file of the application the it should start running. Any associated and support files should remain on media(CD). This is very important requirement.
