Infrared Port

Can anyone help, I have a Windows 2000 laptop with an infrared port. The port is enable and installed and working.
The problem I have is that Nokia PC Suite will not pick up a Nokia 6210 unless the user is logged in with Administrative privileges, and as you can understand this is not something I wish the user to be able to do.
What seems to be the problem is that the Phone is talking to the laptop but the laptop is not talking back apart from when you first connect up.
The laptop knows it is there and keeps a connection but it is the phone that loses its connection after however long the connection timeout of the phone is. ( This does not occur when logged in as administrator)
