Installation Reboot

What’s up gentlemen? I have a computer i’m working on. I just reformatted and tried to re-install windows 2k. After everything is copied and set up, it restarts itself(as it’s supposed to) but after the “starting windows 2000” screen, it goes to a black screen and says “restarting setup.” It does this every time. If I reboot the computer without the CD in the drive, it goes to, the “starting windows 2k” screen”, goes to “restarting setup” and says, “Please insert Service Pack 3.” Service pack 3 is integrated into the setup CD. Why can’t I get past this point? Why doesn’t it realize that it IS finished installing? Please help. Email if you need more information. Thanks Gentlmen.
