Installed programs. No Icons No execute

A new one on me. Every program that is installed from a CD completes successfully, BUT NO Icons and when I create an Icon to execute the program it, the hour glass appears then goes away, NOTHING.
When installing Office 97 Professional I get “Setupwas not Completed Successfully”.

I have reinstalled Win95 after renaming “SYSTEM.DAT, USER.DAT, WIN.INI and SYSTEM.INI” to XSystem.dat etc. Hoping to obliterate the registery and rebuild it.

But same problem

Any ideas?
