Installing 98 on new built system

I just built a system with AMD 1.3, 40GB hard drive and 256 MB Ram, when I try and install win98 it freezes on the screen that lists all the steps and time remaining, thats all it gets to(the first screen) I have fdisked and reformatted and still nothing, I even copyed the files to the hard drive and it did the same thing.
