Installing a scanner

Ok I have installed scanners before but this one I’am having trouble with. I install the scanner on my machine with no problem running win 2000.
I have a user running win 98 which who the scanner is for. There was other scanner software on there machine but I uninstalled it all.
I install the software package that came with the HP, with no problems. Shut down connected the scanner as per the instruction, using USB connection. Rebooted, system found new hardware everything seemed fine. Clicked scanner icon
, error massage – unable to locate scanner software.
