Installing Devices during repair

During a repair installation of W2K Professional on a Dell OptiPlex GX1, the installing devices segment is at a stall midway through. The disk
activity light flashes about twice per second, but the process completion bar has not budged after many hours. What is the cause? How can I troubleshoot it?
