Installing software on win2k pro

I curently have a win2000 domain in which we utilize both windows 98 and window 2000 pro. I want to give a few users the ability to install software on their own win 2000 computers with out loging in as an admin. any advice on how to do this? I cando this if i unplug the client computer from the network but if it is on the network they can nolonger install software??
