Insuficient Memory to run Word 97 On NT4

I am running an NT4 Server with Citrix Metaframe on it . This has 4 clients running vairous bits of software including office and an oracle database. There is 128mb of RAM, which has been sufficient in the past and now it won’t load Word 97 as it says that there is insufficient memory. Nothing has changed lately and I have also checked the size of the Paging file size and this is set to its max. Am not sure where to go from here? Any idea’s?
