intermittent NT 4 webserver problem.

I have a peculiar issue with one of my NT 4.0 SP6 webservers. The content is html and asp scripts. It is a powerful Compaq Proliant, 2GB ram etc..,

Issue:
I try and raise the web site in a remote browser. It comes up. I hit refresh. It doesnt and instead I get the plain message “The requested resource is in use”. I hit refresh.. the site comes up instantly. Refresh again.. it does, or doesnt. As if by random it works at some moments but not others.
Nothing odd shows up in either the application log, or the IIS logs. I have not been able to turn up details on the error message either. Any clues..
