Intermittently accessible network printer

I’ve got a really weird problem. I have an HP 6180 networkable AIO attached to a router via ethernet. I have two machines running XP attached to the same router in the same way. One machine (Dell desktop) always sees the printer and prints. The other machine (IBM laptop) usually loses the printer and fails to print until I restart it! When the log on screen appears…presto, printing starts! There must be some OS or application conflict causing this, but I can’t find it. The ethernet connection is not the issue; I always have internet access from the laptop. When I check “attached devices” on the router, everything is always there. FYI, the HP has a static IP address, which more often than not I cannot ping from the laptop, but I can always ping from the desktop. Any help will be greatly appreciated.
