internet access control via proxy

Am looking for some suggestions on Proxying software. Reason: Need to control user access to the internet. Have had limited success with win2k and ad gpo’s and budget cutbacks have quashed other MS solutions. Anyone have suggestions on other dependable solutions for monitoring and blocking internet access as required….
