Internet connection on Windows 2000

I am currently trying to install a 56k modem on Windows 2000 which all goes fine. However, whenever I restart the machine and run the Internet Connection Wizard I cannot complete the wizard to set my dial up to the chosen ISP.
If I don’t restart and dial straight in I’m fine.
