Internet Connection Sharing

I am trying very deligently to connect internet connection sharing. I have a DirecPC dish and I am trying to share the connection. I install ICS and when I reboot the PC tells me that ICS is disabled to check to see if ICS is installed on any client PCs. It is not. The PC direcpc is connected to is W98SE and I have 1 W98SE and 1 ME client PC. I have unsuccessful in any attempts to configure ICS. I have even read Microsofts notes on ICS no help.
