Internet Connection Sharing (ICS)

I use Juno as my ISP provider to the web.
I installed Internet Connection Sharing (ICS) in Windows98 SE edition.
Now, although, Juno connects, I cannot get into any web site.
I get the generic text sheet that it informs me that no site was found.
When I remove ICS from the OS I again can get to web sites.
Checking the connections tab in the Internet tools shows no difference is settings from the previous setup (that is no ICS installed). Except that sharing tab is available.
Does anyone have an answer to this. Thanks
