Internet Dead-Spot

I don’t know why this happened, but I ran a Max Secure Registry Cleaner scan and delete on 53,930 errors found in my registry on my Windows Vista 32 bit, and now I am unable to connect to the internet through all html connections from my Windows Mail, and virtually everwhere on my computer.

I have restored the deleted errors, but still unable to solve the problem. So, I seek to put in my Vista Disk in order to repair Vista, but I’m unable to get the bios to recognize my DVD drive as my boot up drive.

Any suggestions on either problem? How do I get back to default settings with internet explorer without causing a lot of work and hassle?
