Internet Explorer

An employee is running IE version 5.00.2314.1003. Outlook 2000 is our email client. However when you go to tools/options to configure explorer to use Outlook for email it does not give you the option to choose outlook. It only gives the option Oulook Express. OS is Win 98. Any suggestions much appreciated! Been going in circles on this one.
