Internet Explorer 5.0

When ever IE opens it occupies only the right hand half or the screen on a laptop. I tried dragging the taskbar over to the left to centralize the view but it would not move.Double clicking on the taskbar open it up to fullview but when I click on the restore down icon it goes back to the right side of the screen. How do I correct this
