Internet Explorer 5.5 Upgrade

I’mtrying to upgrade a user who is running Windows 95B to IE 5.5. She was originally running IE4, but when I tried upgrading to 5.5, the upgrade bombed out. I had to upgrade her from 4.0 to 4.01 to 5 to 5.01. Now when I try to upgrade to 5.5, the upgrade goes smooth until the end. I get a non-descriptive error message stating that setup did not complete and to reboot and rerun setup. Of course I do this and of course it doesn’t work. Does anyone have any ideas? I’m lost!
