Internet Explorer 6.0 “offline”

I’m running Internet Explorer 6.0 on WindowsXP and a cable modem. Whenever I try to connect,I get a popup window that says I’m working offline. I keep unchecking the work offline (file>work offline}, but it keeps coming back. If I click to retry it will go ahead and connect.
