Internet Explorer

When signing onto the internet I get a connection however IE6 keeps getting connection refused no matter where I try to surf on the big I (internet). I have uninstalled all connections both modem and NIC and reinstalled them still same problem. I have gone thru group policy and the registry virus scan with current updates etc. (too many things to list them all) I would appreciate someone who has had this exact problem and how they resolved it. I am a network admin so I’m pretty sure I’ve covered all my bases. I dont want to rebuild the system. Thanks
