Internet Explorer and Win2000

Have Windows 2000 Pro. User Windows 2000 Login was administrator. Since we use netware, used workstation manager and user policy package to manage his own sign on. When user accesses internet explorer he does not get the same startup page that he customized using the administrator login. I copied the administrator profile to default user, I tried importing, nothing works. Please help!!!
