Internet Explorer Bogging Down in WP Pro

There is a renegade program behind the scenes that is making my use of the internet a veritable nightmare. My reponse is next to nil. How do I go about determining what program is eating up my CPU time?

Or should I just reload Windows XP Pro and start from scratch?
