Internet Explorer Can’t Find ANy Sites

In the past few days, Internet Explorer won’t open any web pages, but displays a message saying no site was found at the URL. I can connect to my ISP, but can’t ping outside of my DNS.

Actions so far:

1. Ran virus check-none found.
2. Ran system file checker-found setupx.dll was corrupt. Replaced setupx.dll and winsock.dll from CAB file.
3. Partial re-install of Windows 98.

Symptoms persist, where do I go from here?
