Internet Explorer Does Work In User

My system is running Windows 2000. Recently, there’s a problem happening to the InterNet Explorer.

When the O/S running in Administration platform, the IE runs normally. However, while running in User platform, the IE can not be activated.

Could any one gives help and appreciate.
