Internet Explorer Properties Page

I have a Win 98 pc and I can not configure the Connection because the Properties page only displays General/Programs/Advance. It is missing Security/Content/Connections. I have uninstalled and reinstalled IE 5 and that did not correct the problem.

Anyone have any ideas?
