Internet Explorer reload problem

We have a Win95 PC that won’t browse the Internet. We can do DNS queries from DOS but cannot get IE to load pages.

We have tried to reload IE from four different CD’s but get the same error each time, Setup cannot continue, close all programs and try again. We have tried this in Safe Mode with only EXPLORER running and in Win95 with EXPLORER and SYSTRAY with the same result.
