Internet Explorer wizard always appear

A windows 2000 Pro networked machine has internet explorer configured with all settings set to company policy. When a 2nd user logs on to that machine and fires up IE the connection wizard starts. How do I prevent the wizard from starting and holdall configured settings previously configured regardless of who / many users logon?
