internet monitoring and reporting

Need suggestions for a software to monitor where users are surfing. Should have good reporting capabilities. Also should be able to specify bandwidth priority to users. We are a small organization (<50) so money is a factor. Using Guantlet Firewall on NT, NT Server v4 with Exchange 5.5.
