IP address conflicts

We use assigned IP addresses on some machines, mainly printers, and DHCP resolution for others.
After a power outage, conflicts often arise when
a machine that uses DHCP gets an address that another machine has as an assigned address. Is it
possible to reserve the assigned address so that they won’t be used for DHCP resolution? We have an
NT based network.
