IP Address Query

Hi,
At the moment, the way our network is configured is as follows: if a workstation, that has a fixed IP address, is shut down then that same IP address can be picked up and used by another workstation that does not have a fixed IP address.

Does anyone know how what I need to do to make the IP addresses of the fixed IP address computers not to be used when those machines are switched off?
