IP not being passed to Application

I have a Win98se notebook that is not passing the IP address it receives to the applications. This includes IE and Eudora (E-mail). I can dial to my ISP and get an IP address (WINIPCFG). I can also connect it to a network and get an IP but can not browse or IE. I can open a command window and ping however.

Very confusing??????? Help!
