IPSEC firewall???

I’ve set up an IPSEC policy between my Windows 2000 server and my laptop. Both endpoints are communicating securly, but is there a way through IPSEC to deny access to the server from anyone but the laptop kind of like a firewall. I don’t even want users to be able to access the server in Network Neighborhood. Any help would be appreachiated, I don’t want to have to purchase a firewall if I can help it. Thanks.
