IRQ Conflicts in Win 98 SE

How can I manually set IRQ’s? I’ve tried turning off plug and play, and reserving the IRQ, but the system still assigns IRQ’s. I have a ISA/Legacy SCSI controller that needs to be assigned to IRQ 11.
