Is it worth Access Developer Tool kit?

I want to know if Access Developer Toolkit is valuable to develope executable files of a application? I’m currently developing light applications in Access and want to avoid purchasing one license per user by using Developer Toolkit to generate an executable version of the application. If it’s not which developement tool is recommended?
