Is there life after NT4.0 installation

I have installed NT4.0 on my machine. I am up and running and on the web. I have IE5.0 installed. What I donot have is Folder Options, Active Desktop and toolbar menu on the task bar. I thought all this and more came with IE5. How do I come by theseitems and get them installed on my computer? I am running 600mhz AMD Athelon, 128mbRAM, on a 4gb NTFS partition. My boot drive is a 2gig FAT16.
