jDeveloper: Free, $995, or $5000.00

Can anyone please clarify any differences between the FREE (Oracle) jDeveloper download, and the $995 product? Also, what do I really get more in the $5000 ‘kit’.
Can the basic jDeveloper be used for db modeling?
Does Oracle include a db server for the developer in any of these packages?
Any input is most appreciated.
