Joining xp to domain

Having trouble joining xp to our domain. We use private, statically assigned IP’s–no dns or wins. NetBEIU for name resolution, only one subnet. Proxy server to access the Internet. It says cannot locate the domain or domain not registered, etc., etc. If I use a public IP, it locates the domain controller instantly. Do I need a DNS or WINS server?
