Kernal32.dll error

I’ve been trying to solve this problem ever since i set this Dell 8100 with WME.I’ve got Starband DSL,scanner,printer,camera,Plc programing on ethernet.I’ve checked system event,which shows error4099 call to getusersname returned error code 1245:”The operation being requested was not preformed because user was not logged on to the network.The specified service does not exist.Can anyone help with this problem?
