keyboard layout problem in logon

I have 3 keyboard definitions in w2k. US, Tr-Q, Tr-F. US keyboard layout is the default layout at logon prompt. However, I am using Tr-F keyboard now. So, at every logon prompt,I change to *Tr-F* layout with LftAlt+Shift. Is there a way to change the default keyboard layout to Tr-F at logon.
